HOURS & ACCESS INFORMATION

At Hafley Development Center, we are dedicated to providing a safe and supportive environment that aligns with the needs of EMS ISD staff and their families. Please review the following information to help plan your day.

Hours of Operation

We are open Monday through Friday, 6:30 a.m. to 5:15 p.m.
Hafley operates 187 days per year, following the EMS ISD employee calendar.

West-Side Parking Lot Gate Times
For the safety of our children, the west-side gate is open only during the following times:

Drop-off: 6:30 to 8:15 a.m.
Pick-up: 3:05 to 5:15 p.m.
Parents are expected to pick up their children by 5:15 p.m. each day.

Late Pickup Policy
Beginning at 5:16 p.m., a late fee of $1.00 per child, per minute will be charged.

Visiting the Center

Families are always welcome to visit the center.
If visiting between 8:00 a.m. and 3:45 p.m., please park in the main front lot, enter through the main entrance, and check in at the front office.

Staff Development and Workdays
Childcare is available on EMS ISD staff development days and other required workdays.

District Closures
If EMS ISD cancels classes and closes for any reason, Hafley will also be closed.

Mission

Eagle Mountain-Saginaw ISD Child Care is a unique center that combines High Quality child development programming with a nurturing and warm environment for young children.

Child development practice states that a child needs a place where he or she receives individual attention, is encouraged to be creative and expressive, is led to new discoveries about the world, and can enjoy quiet nurturing moments. The EMS Child Care provides all of this and more.

The program's mission is to provide child care for the employees of Eagle Mountain-Saginaw Independent School District as a way to recruit and retain high quality employees and to assist students with young children as they complete their education.

Philosophy

Each child is a unique individual with needs, interests and potential that must be respected and nurtured by attentive, caring and knowledgeable teachers.

Because self-worth is the foundation for all other learning, teachers provide age-appropriate activities that challenge and encourage successful outcomes.

Children need reassurance, encouragement and loving care by a positive and responsible adult who provides guidance in problem solving, decision-making and adaptation to new situations.

Goals

Provide a stable nurturing early childhood environment that promotes developmentally appropriate practice and positive learning experiences for all children.
Employ staff that provide a positive influence on children in the classroom and support staff in their continued professional growth and development.
Provide various support services for the families of Eagle Mountain-Saginaw ISD Employees, helping to create a positive work environment for all.
Reduce absenteeism and support recruitment efforts of the school district.
Support students with young children as they complete their education.
Serve as an example to the community and other school districts.

Employee Childcare Application for Enrollment

We are excited for the opportunity to serve as your childcare provider! Please follow the below steps to apply for our employee childcare program.

Submitting your application:

Please complete the EMS ISD Childcare Application for Enrollment.
Return the completed application to the EMS ISD Childcare Coordinator, Shannon Bradley.

Application Fee:

Upon completion, you will need to pay the $50 registration fee online through RevTrak.
A separate application fee must be submitted for each child.

Next Steps:

Once your child's enrollment is confirmed, information about the HDC Childcare Center will be provided directly to you.
If there is not space available, your child will be placed on the waiting list.

Tuition-Based Prekindergarten

EMS ISD offers a full day tuition-based prekindergarten program for district employees who do not meet the state eligibility for free public prekindergarten. EMSISD staff that do not meet prekindergarten eligibility but would like to enroll in the expanded tuition-based prekindergarten program should complete the Tuition Based PreK Interest Form to receive enrollment documents.

Frequently Asked Questions

Can an employee enroll their child in the EMSID Tuition-Based PreK (TBPK) program if they live outside of district attendance zone?
Yes. The employee can enroll their child in TBPK and complete an employee out of district transfer.

Is the teacher in the TBPK program a certified teacher? Yes. The class will have a certified teacher and a paraprofessional.

What are the days and hours for TBPK?
The program follows the district calendar and the campus bell schedule.

Is there an option to have after school care?
Yes. After school care is available through YMCA at the elementary campuses. You will need to contact YMCA for enrollment information. Students attending Hafley Development Center will have an after school care option through EMS ISD Childcare. You will need to email Shannon Bradley for enrollment information.

How will meals be served?
Children in Tuition-Based PreK will have the option to bring a meal from home or purchase a school meal. A child that is eligible for Free and Reduced lunch is also eligible for free public prekindergarten and should not be enrolled in a tuition-based program. Students will have opportunities for breakfast and lunch at school.

Since I am an employee is my child guaranteed a seat in PreK?
No. We are required to provide prekindergarten to all eligible students before allowing tuition-based students a seat.

Will TBPK students have class on district professional learning days?
No. The staff in the TBPK participate in the district professional learning. Drop-In care services are available through YMCA.

What is the rate for Tuition Based PreK?
The 2025-2026 school year rate for TBPK is $6,480.00 regardless of the number of school days of service in any month. Payments are payroll deducted in 10-month or 12-month payments.

Is transportation included in TBPK?
No. Transportation for prekindergarten students is not available.
